Brief Specification Description: The renovation and partial remodeling project for the buildings in Lingang area, including the buildings of Chengyu and Dautou Police Station in Lingang area, have experienced aging and damage to the indoor and outdoor walls, water leakage, and aging of facilities. Therefore, this project aims to carry out renovations and remodeling. The main work contents include, but are not limited to: 1. Maintenance and renovation of exterior walls, gates, and outdoor areas; 2. Renovation of indoor walls, floors, and ceilings, replacement of doors and lights; 3. Renovation of bathrooms, etc. (The specific quantities and requirements can be found in the engineering quantity list and drawings.)
合同履约期限：施工工期90日历天（以采购人指令为准），计划开工日期：2026年 8月10日（暂定，具体开工日期以采购人通知为准）。
The Contract Period: The construction period is 90 calendar days (subject to the instructions of the purchaser), and the planned start date is: August 10, 2026 (tentative, the exact start date will be determined by the purchaser's notification).

(b)落实政府采购政策需满足的资格要求：本次采购若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、促进中小企业发展、支持监狱和戒毒企业等政策，将落实相关政策。（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购。评审时，不执行价格评审优惠的扶持政策。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业。（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(c)本项目的特定资格要求：（1）具备建筑工程施工总承包三级及其以上资质；
（2）具备有效的安全生产许可证；
（3）本项目拟派项目负责人须具备建筑工程专业二级（及以上）注册建造师执业资格，具备有效的安全生产知识考核合格证书，且不得担任其他在建建设工程项目的项目负责人。
(c)Specific qualification requirements for this program: (1) Possessing a Class III or above qualification for general construction contracting in building engineering;
(2) Having a valid safety production license;
(3) The project manager to be dispatched for this project must hold a registered construction engineer qualification in building engineering of level II or above, possess a valid certificate for passing the safety production knowledge assessment, and shall not concurrently serve as the project manager of any other ongoing construction projects.
