Brief Specification Description: This project is the Lingang Avenue Sewer Pipeline Through‑Connection Project, located along Lingang Avenue in the Emerging Industry Zone of Lingang New Area. The scope of construction includes: inspection, desilting and rehabilitation of existing sewer pipelines on Lingang Avenue, with a total length of approximately 5.9 km; new DN1000 gravity sewer pipe in the section of Lingang Avenue (Road Y8‑Road Y4), approximately 2.7 km long; a new integrated pump station with a capacity of 24,500 m³/d to be built on the sidewalk and green belt at the northwest corner of Lingang Avenue and Road Y4 intersection, together with a new downstream DN600 pressure sewer pipe with a total length of approximately 1.1 km.

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目（■是□不是）专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved‑quota measures to increase the share of small‑ and medium‑sized enterprises (SMEs) in government procurement in support of SMEs: This project (☑ Yes □ No) is procured exclusively for SMEs. No price discount preference shall be applied to products supplied by SMEs during evaluation.
(2) Support welfare‑oriented units for the disabled, which shall be treated as small and micro‑enterprises

（2）未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体名单、严重失信主体名单；
（3）须系我国境内依法设立的法人或非法人组织；
（4）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动，提供股东组成基本情况。
（5）本项目不允许转包、分包。
(c)Specific qualification requirements for this program: (1) Comply with Article 22 of the Government Procurement Law of the People's Republic of China;
(2) Not included in the lists of dishonest persons subject to enforcement, major tax‑violating dishonest entities or serious dishonest entities on Credit China (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn);
(3) Shall be a legal person or unincorporated organization lawfully established within the territory of the People’s Republic of China;
(4) Different suppliers whose legal representatives are the same person, or who have direct share‑holding or management relationship with each other, shall not participate in the government procurement activity under the same contract. Basic information on shareholder composition shall be provided.
(5) No subcontracting or transfer of the project is permitted.
