(b)落实政府采购政策需满足的资格要求：本项目专门面向中小企业采购。监狱企业、残疾人福利性单位视同小型、微型企业。中小微企业应当按照规定提供《中小企业声明函》。
(b)Qualification requirements to be met to implement government procurement policies: This project is specifically targeted at procurement by small and medium-sized enterprises (SMEs). Prison enterprises and welfare units for the disabled are considered as small and micro enterprises. Small, medium, and micro enterprises shall provide the "Declaration Letter of Small and Medium-sized Enterprises" in accordance with regulations.
(c)本项目的特定资格要求：1）具备相应的建设管理组织机构和项目管理能力；
2）有良好的工程项目管理业绩；
3）具有与工程建设要求相适应的技术、造价、财务和管理等方面的专业人员；
4）不得在本项目承担评估、勘察、设计、监理、施工、材料设备供应等其他相关业务，或与以上单位有隶属关系及其他直接利益关系。
(c)Specific qualification requirements for this program: 1) Possess corresponding construction management organizational structures and project management capabilities; 2) Have good engineering project management performance; 3) Have professional personnel in technology, cost, finance, and management that are compatible with the requirements of engineering construction; 4) Shall not undertake evaluation, survey, design, supervision, construction, material and equipment supply, or other related businesses in this project, or have subordinate relationships or other direct interest relationships with the above units.
