简要规则描述：为贯彻落实《浦东新区安全生产委员会关于印发<浦东新区加强高层建筑消防安全防范工作三年行动实施方案>的通知》（浦安委会〔2025〕7号）文件要求，北蔡镇拟委托专业机构对全镇高层住宅建筑的消防“水系统”设施进行检测，凭借专业检测结果，有针对性的推动后续消防“水系统”维护更新工作，确保完好有效。（具体详见采购文件）
Brief Specification Description: To implement the requirements of the document "Notice on Issuing the Three-Year Action Plan for Strengthening Fire Safety Prevention in High-Rise Buildings in Pudong New Area" (Pudong Safety Committee [2025] No. 7) issued by the Pudong New Area Work Safety Committee, Beicai Town intends to commission a professional agency to inspect the fire protection water systems in all high-rise residential buildings across the town. Based on the professional inspection results, targeted maintenance and upgrading measures will be promoted to ensure the systems remain fully functional and effective. (For details, please refer to the procurement documents.)

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本项目专门面向中小企业采购，仅限小型、微型企业参与，中型企业不得参与；符合条件的残疾人福利性单位、监狱企业视同小微企业可参与本项目。本项目所属行业为租赁和商务服务业，划型标准按照工信部联企业〔2011〕300号执行。本项目不再执行小微企业10%报价扣除政策。
(b)Qualification requirements to be met to implement government procurement policies: This project is specifically for procurement by small and medium-sized enterprises. Only small and micro enterprises are eligible to participate, and medium-sized enterprises are not allowed to do so. Qualified welfare units for the disabled and enterprises in prisons are regarded as small and medium-sized enterprises and are therefore eligible to participate in this project. The industry category of this project is leasing and business services. The classification standard follows the "Inter-ministerial Notice on Enterprise Classification (Document No. 300 of 2011 of the Ministry of Industry and Information Technology)". This project no longer implements the 10% quotation deduction policy for small and medium-sized enterprises.
(c)本项目的特定资格要求：供应商须满足《消防技术服务机构从业条件》，且在全国统一的“社会消防技术服务信息系统”中合法登记注册。
(c)Specific qualification requirements for this program: The supplier must meet the "Occupational Conditions for Fire Protection Service Institutions" and be legally registered and registered in the unified "Social Fire Protection Service Information System" across the country.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
